Check these four things first
Wrong format
Many portals accept JPG or JPEG only. PNG, HEIC, screenshots, and unusual formats often fail immediately.
Wrong file size
The upload can fail when the photo is above the portal limit or so compressed that it falls below the minimum.
Wrong dimensions
Even a correct JPG can fail if width, height, or the crop ratio does not match the form requirement.
Corrupted or stale file

Best fix order
